3-level Pre-emptive Openings

A weak pre-emptive opening is a suit bid that is higher than the actual value of the hand. It is made on the first round of bidding and aims to take up bidding space and deter the opposition from entering the auction. It is made on a hand that has more potential for playing a contract than for defence. A 3-level suit opening bid shows a seven card suit with 2 honours in the suit. This also offers a good description of your hand to partner. When is it safe to make this pre-emptive bid?
